great site - hardware recommendations?

hi, just found this site when researching building a linux server to host plex media server, torrenting, file server etc.
looking for it to be as small and quiet as possible (probably 1 OS HDD and a couple of data HDDs).
running headless, and probably Ubuntu.
it needs to be able to stream HD obviously and be capable of transcoding the media on the fly if required.
so what is the bare minimum i would need?
don't really want to spend a huge amount of money on it really.
